People who are outside their home country and afraid to go home fearing persecution

People whose fears of persecution are well founded, and based on race, religion, nationality, political opinion, membership of a particular group

People who can't safely live in another area of my home country

People whose government can't or won't protect them

People who don't already have the right to live safely in another third country

People who have not comitted a war crime or other serious crime
